Open the Bookmarks manager from the menu in the upper right of the Chrome browser, press Ctrl+Shift+O, or go to chrome://bookmarks/
In the upper right menu of the Bookmarks Manager, select "Import Bookmarks"
Select the bookmarks file. Import. The bookmarks should now me added to your browser.

Download the bookmarks file.
In Microsoft Edge, select Settings and more > Settings > Import from another browser > Import from file, choose the file from your PC and you're done.
To show favorites on the favorites bar, select Settings and more > Settings and turn on Show the favorites bar. Then select Hub > Favorites and drag the ones you want into the Favorites Bar folder.
Choose File > Import From > Bookmarks HTML File, then select the file you want to import.
After you import bookmarks, they appear at the bottom of the sidebar in a new folder whose name begins with “Imported” and ends with the date.
